David Bolt

Board Member

David Bolt began his work in healthcare at St. Claire Medical Center in Morehead, KY in 1970.   He was a part-time Research Associate with the UK College of Medicine, Department of Community Medicine.


Bolt was called to Frankfort and in a short time became a Director of Local Government and Director of Appalachian Regional Commission healthcare funded programs.  Additionally, he was involved in housing development, education and issues related to city and county operations.  During this time he learned that healthy, educated individuals were a key to growing an economy.  


David returned to St. Claire Medical, where access to affordable health care and education became his main focus. He led the development of primary care in Northeast KY, development of the Area Health Education Center based at St.  Claire and led the development of education and clinical education programs in the region.


David later joined the PrimaryPlus Federally Qualified Health Center (FQHC) based in Lewis Co., KY as COO.  He developed four new clinics in underserved counties. Working with local schools, he realized that a “child in pain cannot learn”.


Branching out to Western Kentucky, David started up a new FQHC, then took over two more clinics within a short period of time.


Recruited by a Managed Care Organization (MCO), David learned the inter-workings of Medicaid Managed Care.  This was a great learning experience. 


Having served as a Board member and Chair of Kentucky Primary Care Association (KPCA), David became KPCA MCO of operations.  


Now retired from KPCA, David currently works for Mountain Comprehensive Care Center.  In his position he has led development of new programs benefitting  and important to the region.
